What does the C1257L tax code mean? (Welsh Income Tax)

If your payslip tax code begins with the letter "C" (for example, C1257L or CBR), HMRC has officially categorized you as a Welsh taxpayer. The "C" stands for Cymru. But what does this actually mean for your take-home pay?

Like Scotland, the Welsh Government has the devolved power to set its own Income Tax rates. A portion of the tax collected under the "C" code goes directly to the Welsh Government in Cardiff to fund public services like the NHS in Wales, rather than going to Westminster.

Am I paying more tax in Wales?

No.

Unlike Scotland (which uses the "S" prefix and has significantly higher tax bands for middle and high earners), the Welsh Government has consistently chosen to keep their tax bands and rates exactly the same as England.

For the 2026/27 tax year, whether you are on a standard 1257L code in England, or a C1257L code in Wales, your take-home pay will be identical down to the penny. Both codes give you a £12,570 tax-free allowance, and both apply the same 20%, 40%, and 45% tax bands.

The "C" prefix is currently purely administrative. It simply allows HMRC's computers to track how much money needs to be transferred to the Welsh budget.

I don't live in Wales. Why do I have a C code?

Tax residency in the UK is based solely on your residential address, not where your employer is located. If you live in Bristol but commute across the bridge to work in Cardiff, you should be on an English 1257L code.

If you live in England but have a C-prefix on your payslip, HMRC's system believes your main home is in Wales. This usually happens if you recently moved from Wales to England, or if you still have an old Welsh university address linked to your HMRC account.

While this won't currently cost you any extra money (since the rates are identical), it is a legal requirement to keep your tax address updated. You should log into your Personal Tax Account on Gov.uk and update your residential address. HMRC will automatically send an electronic P6 notice to your employer to remove the "C" prefix on your next payslip.

Frequently Asked Questions

Will Wales increase their tax rates in the future?

They have the legal power to do so. The Welsh Government can vary the basic, higher, and additional rates of income tax by up to 10p in the pound. However, since the power was devolved in 2019, they have pledged not to raise income tax rates above those in England, and they have maintained parity for 2026.

Does the C code affect Student Loans?

No. Student Loan deductions are handled completely separately. However, it is worth noting that if you took out your student loan from Student Finance Wales, your repayment terms (like the cancellation period) might differ from Student Finance England, regardless of what tax code you are on.
